Ok, the mods are super busy getting this board rolling and there is a growing number of threads asking questions.
There has also been answers given over the chat often.
What I am going to do is make a kind of Tutorial/FAQ base here from answers already given out. Feel free to ask questions of any sort in here as well. If I cannot answer a mod will eventually.
Note:I am not a moderator or Admin on this site, I still have no real authority over the answers. NineofSpades always has final say. Any answers I personally give out will be based on my understanding of the rules and may differ from the answers you receive from other official moderators/admin on this site. I will do my best below to only list answers confirmed/answered by moderators/admin on this forum.

Questions
How do we generate ability scores? 48 point buy
Do I have to use all 48 points? No.. but you really should.
what level do we start at? ECL 5, so the sum of your Level Adjustment plus Racial Hit Dice and Class levels should be no higher than 5.
Are we using LA buyoff? Yes, we are using a modified LA buyoff. No matter what your Level adjustment, all players may buyoff their first LA at level 3. LA buyoff then continues every 3 levels from then on. Reguardless of how much LA you have or how much you buyoff, your character should start at ECL 5.
How much gold do we begin with? 9000gp
How are Hit Points determined? Max at first level, the moderator/admin who approves your character will roll the rest. Add the updated hit points to your myth-weavers sheet once you are approved.
Are you using Forgotten Realms bonus starting packs by regions? No. Sadly.
Where do I put my character? Start with a sheet on myth-weavers, complete your character on that sheet and then submit your completed character for approval, making sure you fill out the submission form correctly.
Some of those sections on the character application are confusing/not clear, what should I put there? My best answer is just to put what you think should go there. Put anything there, the mods will correct you, just don't leave it blank. Most of the sections are simply copying content such as racial specific abilities, class abilities, feats and equipment over from your myth-weavers sheet. There is a section for listing your character party role. Feel free to use the list given, or delete it and provide a few short sentences on the roles your character can fill in a party/what sort of adventure you could handle solo. It is only for catching out unworkable or overpowered builds, and for DMs to help match the challenges to your charatcer.
What books/resources are being used? All official WotC material not specific to a setting is generally default approved. Forgotten Realms specific material approved and encouraged. Anything that is homebrew or from a third party book must be submitted for approval by the Admin. 3.0 material that has a 3.5 update must be used to the 3.5 specifications.
I want to use a monster/undead progression class from an official book? Ask first, some of them are a bit dicey.
Are Flaws from Unearthed Arcana allowed? No.
But I have this compelling argument/homebrew flaw system/custom flaw that should be balanced? You might be right. However the Admin and Mods lack enough headache medication to deal with that pandora's box though. So No. Not ever. Don't even bother asking.
Are Traits from Unearthed Arcana allowed? Yes, max 2 per character - including NPCs.
Are weapons of Legacy Allowed? Yes, better to ask first though.
What about third party or homebrew weapons? As above, submit as homebrew for approval.
Can I use Alternate Class features on a class that it was not intended for (homebrew etc)? If it has the features that are lost in the ACF then yes.
Are Bloodlines allowed? Yes, but better to ask first to make sure. Custom bloodlines come under homebrew.
There is an official WotC Prestige class that is built around an organisation that is not present in the Forgotten Realms, can I still use it? Yes, just refluff the Prestige class or invent a minor organisation for it to reflect.
Can a non-Cleric take Servant of the Fallen so I can be resurrected when I die or can qualify for a prestige class? Sure. Better to pick a living God usually though. Also if the first part of this question does not make sense to you, or you are new to the Forgotten Realms, characters who do not follow a specific God or who worship a dead God/Religion cease to exist when they die instead of going to one of the Godly realms or the Abyss etc.

I have a LOT of LA going on here, is there any other way to reduce it? Not really,ask about monster progression classes etc. though. There may be a solution.
I am a race, template or playing a class that creates spawn, is that ok? Cap it as per the Dread Necromancer spawn rules. Always good to ask first.
I have an approved character, now what? Make a second account here on the forum under the name of the character. That account is to be used for all of your IC interactions. Try and keep OOC to your main account.
I have a Cohort/Followers etc. how do I generate their scores? 40 Point Buy for Cohorts, Followers use 15, 14, 13, 12, 10, 8
How do we determine NPC wealth? Refer to this table unspent wealth is wasted. After initial creation everything comes out of your pocket only.
Are we using Reputation? Not required, but you can if you wish.
Honor/Taint etc.? No.
Can I use the Otyugh Hole and other locations from Complete Scoundrel and City Scape to gain feats by paying gold? Yes, but not in character generation. You may request a DM to run you through an adventure to gain them however, but they must be earned IC, and the adventure must represent a level appropriate challenge.
Are the Alternate Magic Item Types as listed in Complete Arcane (i.e. Spell Tiles, Skull Talismans) allowed? Yes.
If a Wizard has the Collegiate Wizard feat and gains a spellcasting level from a Prestige Class, do they still gain the bonus spells known from the feat? Yes.
Can I craft magic items before/during character creation using some of my start xp? No. All item creation must be done in character, in an adventure or campaign.
Can I use Retraining rules on Monster HD? Yes, up to half the HD. Talk to a Mod/NineofSpades first though.
How to submit homebrew requests:
You go to the Suggestion Box forum section, then into Homebrew Requests.
In the top right is a button saying "Create Thread".
Make a sensible title that reflects what you are asking for, and explain clearly, link to the hombrew or create the homebrew you want to submit in the thread.
A moderator/admin will review it when they get the time.
