Take the base Wizard class as offered by SRD and add the Sorcerer's Spells Known table.
The spell casting would be based off of Int, like a Wizard, and therefore the Spontaneous Wizard would still need to reflect/refresh on his research for an hour in order to cast the spells.
The spell progression and spells per day would be unchanged. This differentiates them from a Sorcerer using Int instead of Cha. It also makes spell selection more crucial, as the Spontaneous Wizard has fewer spells per day than a Sorcerer.

Due to the spell level progressions being slightly different for Wiz vs Sorc, the table will have to be modified. As it stands I don't have time right now to address this adjustment, but I will. My knee jerk reaction is to use the Sorc Spells Known at +2 levels to give access to the appropriate spells, but I haven't gone level by level to make sure that it fits each time.

I have reviewed the tables found here. The minimum level adjustment to the Spells Known to allow Wizards to "know" a spell they have a daily slot for would be +1. However, when Sorcerers gain access to that spell level they get to blast that 1 spell they know 3 times daily. I think giving the Spontaneous Wizard +2 level adjustment on the Spells Known is a reasonable tactic as it gives them a choice of 2 spells to cast once. This would mean that a Spontaneous Wizard would "know" roughly 1 extra spell per level until the spells known for that level max out. For level 1 spells this happens at level 7, for level 2 spells it's level 11.
Veering from just using the Sorcerer's spells known table as it stands, I'd go so far as to suggest that it should be a +1 level adjustment plus an additional number of spells per level based on the character's Int modifier (not counting temporary effects). These additional spells are paying homage to the fact that Wizards are designed to know more spells than Sorcerers. And since there spontaneous casting comes from a fanatical/obsessive/intense level of study versus an intuitive nature it would be nice to have that reflected. It is only based on the character's actual Int score, not including magical items, spells or anything temporary - the same as a character's skill point allotment per level.

For the character in mind - They're both social attributes, his process is more methodical than sorcery implies. But he's more spontaneous than wizardry implies. I'm limiting the spells by name and effect rather than based on school, so he's already similar to the sorc's spells known feature. Really, it's more a flavour thing. I'd be happy using the wizard class as it stands, adding the sorc's spells known table and making it spontaneous. This would be fewer spells per day, balanced by the other perks of wizard.
