I've never personally employed it, but given that we are making use of a shared, persistent world, I think it makes sense to include this option. You may employ reputation

Just need a ruling on how to generate cohort stats and if they use standard npc wealth by level etc.

This is one of those questions that'll probably en up in the FAQ
Use the elite array for cohorts, yes they may use NPC wealth by level
Elite attay: 15, 14, 13, 12, 10, 8, assigned as you please.

My Cohort has a small volume of gold left over she doesn't need right now. Can I bank it with my main character and buy her new gear later one when I have more collective wealth?

No, any unspent gold is wasted. This is due to the fact that the more gold you have in the bank, the more you make via interest. This limitation is to prevent you from spending little to no gold on your cohort, and then banking their wealth, waiting a week or two, and then buying yourself/them gear that is well over their price range.
After the cohort is created, any additional gear for them comes out of your pocket.
