For crafting items, would the x.p. cost come out of the ECL 5 starting point as well and bring me back to say ECL 4 if I begin with a wizard with no L/A?
With the "atmosphere" of the world, would the collegiate wizard feat be useful to gain additional new spells automatically? Or would there be sufficient time for a player to do spell research to gain more spells?

I try to discourage any pre-game crafting, since it can be unbalancing as well as a hassle to check and make sure everything adds up.
I generally do not allow people to freely add new spells to their spell book during downtime, since it would be far to easy to say 'my character spends a year in study and adds every spell of their current spell level to their spell book'. If you want to add spells, you either need to get access to an NPC spellbook (By defeating them in an adventure, or as part of a quest reward), or buy some scrolls. So the feat would be valuable if you really want those bonus spells.

Thanks, that will help me pick out my feats to start off with and then I can select a crafting feat at a later time.

As a further question on the collegiate wizard feat, would that all the additional free spells for advancing in any class that fully advances wizard spell casting (i.e. Incantatrix) or only on additional "wizard" levels>

So each time Incantatrix says you gain a level you learn 4 new spells instead of the usual number you would be allowed.
